Probably useless: There is no much interest in not recording "Bcc:".
It could as well be not configurable, always on.

There are perfectly good reasons to want to send a "Bcc:" header,
and perfectly good reasons to the contrary. So this should better stay
configurable.
The only problem in Mutt's current behaviour is that $write_bcc=no
impacts $record. It should not.
