Package: po-debconf

The current debconf-updatepo command systematically changes that header to
the content of the Maintainer: field

This has the consequence of changing the field when Ubuntu and other derived
distros change that Maintainer field (for Ubuntu, this is on Debian's
request!). So, possible reports about incorrect English will then go to the
derived distro BTS and not to Debian.

This also has the consequence of cluttering Ubuntu diffs with PO files
changes and makes the maitnainer's work more difficult when we want to merge
Ubuntu changes in.
