Unfortunately it's not possible to build the package on Etch, neither the version of cimg-dev nor of libcv-dev are recent enough to be able to build the plugins. I'll add the proper version dependencies with the next release to make it a bit more obvious. You'd have to backport both libraries to etch if you want to build the package there. Please note that the package will become incompatible to Etch's gimp definitely - as soon as 2.3 hits unstable. The older glibc version/kernel should not be a problem here.
