Ryder Dain sent me this alternative workaround, and asked that I pass it
on. I think it would only work on a per-user basis:

To specify a browser that Icedove will use to follow URLs with:

first open up Icedove and go to Edit -> Preferences -> Advanced
select [Tab] "General"
select [Button] "Config Editor..."
in the "Filter:" box type network.protocol-handler.app
for both options, replace the string with a full pathname: i.e.,
"/usr/bin/iceweasel"
(personally, I changed it to /etc/alternatives/x-www-browser, for
broader compatibility).
kill the window and restart icedove.
The issue seems to be that the configuration file for Icedove requires
full pathnames for executables, but the packaged version that Debian's
putting out only has "x-www-browser" as the initial default string.
