With reference to this bug and /usr/share/doc/qemuctl/README:

1. Why is the configuration setting "path to qemu-ctl" and not "path
   to qemuctl"? The program is called by the latter, not the former
   name, so this confused me, as I thought there were maybe two
   programs with slightly different names. I suggest you correct this.

2. For Debian packaging, it would seem reasonable just to make this
   work, i.e. if qemuctl is installed, automatically configure its
   path. Then all that's needed is to tick "provide a control panel".
