Say the default for "Hands before raise Small Blind" is 8. Now you start a new game and the Game Settings Dialog appears. There you change the value from e.g. 8 to 4 and start the game. It has no effect. Raise is done after 8 hands, not 4. You can only change this value in the Preferences > Local Game Settings dialog, if you want to change it.
