Those two remarks are confusing.  The first one is actually saying that
the file /etc/dosemu/global.conf will not be sourced unless the user
forces it by using -F.  If the user does not do that, then the built-in
global.conf will be used.

The second remark is referring to the built-in global.conf, and when it
is saying included in dosemu.bin by default, it means it is built in
and the builtin will thus be used by default.
