The problem here is that you've reached the maximum limit of simultaneous download. The new attempt (one second later) has failed as well, because you were still over the limit. Try to increase the number of allowed parallel downloads (in the "downloads" tab, the "show settings" button to show them and the spinbutton to set) and I bet you'll have new slots for your downloads. I can reproduce your case setting these values to a dumb too low number (eg. 1): almost all the queue will freeze. Increase it and you will see slowly the downloads restarting. Thus, the rescheduling is working fine. I'll probably close this report as notabug in a couple of days, letting you the time to reply.
