Since this builds a binary component surely traybiff needs to ensure
that it can't be installed after a (potential) ABI change? Or I guess
conversely what range of versions is it safe to depend on? Would << 1.6
or << 1.5.1 be correct for this?

Also should this upload go straight to stable-proposed-updates since
they're not directly a security fix? Or can it be added to the security
archive?
