I thought this would be obvious from screen shots and bug text:
The different menus stemmed from clicking the same item in
the user list! I did not do anything different, I just get different
results from time to time. I just tried this again, and I got about
half of the time a menu without a sub menu and the other half
a menu with a sub menu.
Therefore I'll reopen the bug.
