unlike reportbug which has a reportbug.conf file
in /etc/reportbug.conf reportbug-ng doesn't have it
which makes it difficult for the user to tweak for
his purpose. For e.g. I don't want any MTA & want
to use Ubuntu's SMTP provider to do the same for me.
