I'm not really convinced, here. It's pretty logical that usermod refers to passwd, as newly created users will need to use passwd at some moment. I don't think that the opposite is needed. We can't really have all manpages refer to each other just because the utilities are in the same package. My current mood is at least to tag the bug as "wontfix" and, just like other bugs we tag this way, finally close it (IMO, "wontfix" should be a temporary state and I don't buy wontfix bugs that remain open for ages).
