Followup-For: Bug #402114

The make output is still showing up in quilt's manpage.  Simply running
upstreams build process doesn't cause this so.  Setting

  DEB_MAKE_BUILD_TARGET = -s

in debian/rules (without applying any patches to the part of upstream's
Makefile that builds quilt.1) does prevent this from happening but
that's not ideal since the build logs lose a lot of information
