I believe this is not the bug but just normal situation...
Yes, one icon is provided by new xchat itself, another - by xchat-systray plugin... This should not be united! You just need to choose which one to use! I just have removed xchat-systray... If you wish you can just disable xchat's icon and leave the icon of the xchat-systray... Just how you wish!.. ;)
