Because in English, "relocate" is a synonym for "move".  Because it
makes no sense to change ~/.svk/config (which "svk depotmap
--relocate" does) without also moving the repository.  Because the
current behaviour creates a dangling link from ~/.svk/config to an
empty, or nonexistent, directory.

svk fails the Law of Least Astonishment: this is a bug.  If that's
intentional, that should be documented: this would be a documentation
bug.

I find your attitude of ignoring the problem, or refusing to admit
there is a problem, insulting.  Since you appear to have time
available for bug triaging, why don't you just forward this bug
upstream?
