OK, correction: this affects only MP3s (not OGGs, for example) and
only id3v1 tags. If I specify libmpg123.so->Config->Title->Override default
ID3v2 encoding to UTF-8 and enter a id3v2 tag with accents, it works.

Try http://luciak.org/download/03.mp3. This file has only id3v1 tag
with accents, which doesn't work.
