sorry for the delay.
I experimented with pam_radius and freeradius today. I'm guessing you're using 
the "unix" module in freeradius? In that case, what's explained in 
README.Debian of php5-auth-pam for pam_unix holds true for freeradius' "unix" 
module, too. As long as /etc/shadow is not readable to the owner of the 
client-process, radius can not authenticate.

So this is neither a bug in php-pam-auth, nor in pam-radius.
