My experience is that the debconf description is correct: most 3-button
serial mice I've seen are MouseSystems compatible.

In particular, the PS/2 protocol is not used in serial mice.

Some serial mice have a switch on the bottom to switch between the
Microsoft and MouseSystems protocols, since the Microsoft protocol
doesn't support the third button properly.

No, it is dragging.  The "ms+" protocol handler differs from the "ms"
protocol handler in that moving the mouse with the middle button down
is supposed to work better.  I don't have a 3-button Microsoft protocol
mouse, so I can't actually test the difference, I just get that from
reading the code.
