        Depends on what you mean by default here.  Since there are
 almost no real installation which are "just" the default install, I
 would consider the "default" install unusual, yes.

        Really? I thought it was continuing a didactic form you

        At each priority level, packages may only depend on packages at
 the same or higher level.  No such rule exists for recommends.
