I noticed you put the 'Format: HTML' field in the doc-base file twice - for both available language version of the documents. This is not supported and *does not* work with any known program, which makes use of the doc-base files (dhelp, doc-central, dwww). All of them just links to the Russian version, ignoring the English one. The translations should be put in separate doc-base files, please see the debian-history package for an example.
