bazaar-doc does not register its documentation with doc-base.  Please
could you add this?  Since you are using debhelper, adding a
debian/bazaar-doc.doc-base template will do this for you.

As an example:

Document: bazaar-doc
Title: Bazaar manual
Author: Tom Lord
Abstract: Bazaar is a revision control system with features that are
 ideal for projects characterised by widely distributed development,
 concurrent support of multiple releases, and substantial amounts
 of development on branches.
 Section: Apps/Programming

Format: HTML
Index: /usr/share/doc/bazaar-doc/html/arch.html
Files: /usr/share/doc/bazaar-doc/html/*.html
