What about detect automatic being online? I think apt-proxy becomes more robust when it can detect it has no connection to the backend servers.
Right now, version 1.9.36, it seems to me the apt-proxy assumes "upstream connectivity", or at least is blindly optimistic about getting an answer from a backserver.
