Hello,

Apt-proxy doesn't complain when the IP adress is not available,
to which it should bind.

Desired behaviour is to report about the missing IP-address
and (at least) fail to startup.


Steps to reproduce this bug:

* stop apt-proxy
* change /etc/apt-proxy/apt-proxy-v2.conf
  address = 10.0.2.4
  ; a non existing IP address on your computer
  port = 80
  ; a priviledged port
* start apt-proxy

there wouldn't be any error  and apt-proxy is in the process table
 ( seen by `ps -ef | grep apt-proxy` ) which gets you the _false_
impression that everything is fine.
