This corresponding code has been here from the beginning of the XFree86 CVS 10 years ago, and there is no documentation about it. If you're interested, you could try removing the check and see what happens. Note that there is a patch (debian/patches/02_tdfx_improve_mode_rejection_diagnostics.diff) which modifies the code to add some messages.
