It's probably because you need to enable the "place" plugin.
To do this, open the configuration editor and point it at /apps/compiz/general/allscreens/options. Double-click the "active_plugins" entry and add en entry called "place" to it (without the quotes).
You can then control how windows get placed by modifying the /apps/compiz/plugins/place/screen0/options/mode entry. I have mine set to "Centered" (again, no quotes) but you can set it to Cascade, Smart, Maximize, or Random.
