That stopped in vim-common_1%3a7.1-022+1_i386. That was expected. Beginning with version -022 the Vim packaging policy [1] is starting to be enforced by the Vim package. This means, among other changes, that /usr/share/vim/addons/ is no longer in the Vim runtimepath and plugins should no longer be enabled by default. A tool is available in the vim-addon-manager package to enable addons in a system-wide or per-user way, but before being able to use it for vimoutliner, vimoutliner should register itself to the vim addon registry.
