The etch upgrade of the server in question is planned, but could not
happen yet. As this system is in production use for a number of services
(not just RADIUS), I can't easily force the upgrade, but it's coming
soon (in the next two months I assume).
Meanwhile, let me acknowledge that the problem is very likely in the
DBM users backend. After disabling that and going back to plaintext
users, the hang disappeared entirely for several months now.
