PCRE is now at version 7.2, with 7.3 coming up.
I've tried to package it before. Most of it was easy, but I couldn't get the test-suite to pass because the tests for pcregrep are dependent on a directory listing being in a particular order, which it wasn't.
No, I know that's not a good excuse for why I still haven't packaged it. I've been a bit busy since then and not had time to get back to it. I should have more time now.
Have you discussed the things you mention in README.Debian with Philip (proper library versioning
The upstream library versioning is perfectly OK, and in line with libtool guidelines. It's just that as debian had been packaging pcre as a shared library for many years before upstream did we've ended up with different numbers. I don't see how either us or upstream can change right now, but it would be good if next time, if ever, there's an incompatible ABI change we can get a soname that both debian and upstream can use. No I haven't discussed this with Philip.
and the pcreposix clashes with libc)?
I can't remember. I'm surprised no-one else has found the problem, and can only assume that no-one uses pcreposix, at least not on linux.
