The relevant section in the policy says that "Packages distributed under the UCB BSD license, the Artistic license, the GNU GPL, and the GNU LGPL, should refer to the corresponding files under /usr/share/common-licenses, rather than quoting them in the copyright file."
The base-files package distributes various versions of the GPL and LGPL, and clearly the GPL 3 is a version of the GPL in spirit and the legal sense, and as far as the FSF is concerned, it is "the GPL" now (the others are "old versions"), so there is no need to change anything in the policy to add a GPL-3 file.
