The if-up.d scripts are run by NetworkManagerDispatcher, so make sure
you haven't disabled it and it is running.
Check, if you have the file /etc/NetworkManager/dispatcher.d/01ifupdown.

So, the needed functionality is there. We just have to figure out, why
it's not working for you.
