See #129856 and my response therein: The best way is to look at extant examples to learn how the bts works; filing bugs that don't actually effect Debian in Debian's bts is a problem, because people read -bugs-dist. If you want to play with a BTS, the best thing would be to use one set up for precisely this purpose.
