The SVG documents that inkscape produces are very non-portable
if you import any images. If so, the images are stored
as absolute pathnames.
Problems:
1) The images obviously will not be available if you just move the
output document.
2) Absolute path names prevent the obvious work-around:
keep everything in one directory and transport the entire
directory with the inkscape document.
For instance, my home directory at work is
/home/mint/gpk, and my home directory at home is
/home/gpk . However, inkscape's output looks like
this:

So, I'm out of luck. I have to hand-edit the XML file to even
take a drawing home from work. This is therefore a bug, not
just a wishlist item.
The problem is the GUI. The GUI that inkscape uses does not allow
the entry of relative path names, so one cannot even avoid generating
documents with absolute pathnames.
Recommendations:
1) Use a more flexible GUI, one that at least allows you to enter a relative
pathname.
2) Eventually, allow images to be included as part of the SVG file, rather than
just referenced.
