The dependency is now `emacs21 | emacs-snapshot | emacs22' which seems that emacs21 and emacs-snapshot are preferred to emacs22. However, emacs21 is an old version and emacs-snapshot no longer exists. Please use `emacs22 | emacs21' or `emacs | emacs22 | emacs21' instead.
