It might have been. I talked to them about it a while back but I came away with the impression that they didn't understand the problem and weren't going to do anything. (I'll have to rebuild boost against the fixed libraries, yay.) You can easily confirm whether the configure switch has the desired effect -- after installing the package, run "ldd /usr/lib/libicu*.so".
