You're right. It's better to have a symlink instead of this empty directory. I think that this symlink should be created in main erlang package, and not in erlang-manpages (the main erlang package contains manual pages, which point to erlang-manpages package). So, I reassigning this bug to erlang (and lowering its severity), and we'll fix it at the next upload.
