Hi, I explored exactly the same problem on my system here. My system definitely had enough free memory available, I suspect it might have to do with UTF-8. Anyway, I upgraded reportbug to version 3.38 (took reportbug_3.38_all.deb from current unstable, applied fine on Debian/stable) and the issue dissappeared.
