The scim package has always been a GTK based package.  The
/usr/bin/scim-setup binary, the /usr/lib/scim-1.0/scim-panel-gtk
program, as well as multiple shared object modules under
/usr/lib/scim-1.0/1.4.0/SetupUI/ are all linked to GTK libraries.

On the other hand, the two files you mentioned are not linked to GTK.
Even if they are specific to GTK, I don't see any problem of including
them in scim package.

What would that achieve?  And where do you propose moving these two
files to?

I am all for making a scim-core like package to separate the GTK
dependent part of scim and the core function and GTK independent part.
But that also requires splitting libscim8c2a, and should be done very
carefully.
