The scim package has always been a GTK based package. The /usr/bin/scim-setup binary, the /usr/lib/scim-1.0/scim-panel-gtk program, as well as multiple shared object modules under /usr/lib/scim-1.0/1.4.0/SetupUI/ are all linked to GTK libraries. On the other hand, the two files you mentioned are not linked to GTK. I am all for making a scim-core like package to separate the GTK dependent part of scim and the core function and GTK independent part.
