As root, # aptitude install vim-addon-manager # vim-addons -w install vimoutliner seems to have cured the problem in a way consistent with the new scheme.
I also have a "matchit" addon that is part of vim-runtime. It appears to have nothing to do with VO, and it is not enabled. :help matchit says it is not backward compatible, and thus not enabled, and that it jumps to matching html tags or if/then constructs.
