A bin-nmu of this package has been scheduled to fix a problem related to symbol hashing (the package has been built with a bad version of gcc) and the bin-nmu failed due to this bug. When sbuild has an alternative, IIRC it considers only the first choice which in that case was "modutils". Simply removing the choice is the sensible thing to do since modutils is no more available...
