I'm afraid that your diagnosis of what's wrong is probably wrong. This warning isn't about running make distclean, and it's not triggered by the lack of a distclean target in your Makefile. It's produced by a very particular command in debian/rules that's bad practice and has a simple replacement. It's possible that it's triggering on a line that it shouldn't trigger on.
