The only real use case for unopkg outside the extension manager is scripted (de-)installation of extensions. Which then need to call unopkg with the full path, yes. That should be quite rare, though, except in extension packages in Debian which need to run unopkg with --shared anyway to register themselves. Tagging as wontfix.
