This is not a bug. What's happening is that you don't have enough money to buy all N systems at a particular location all at once. So, as the systems get built, you continually get notifications that more of them are complete. You /did/ ask for all of the ones that are being built; you just usually get them all at once, hence a single message.
That said, in r392 upstream this has been trimmed to, at most, two messages. The first appears when the first 'batch' of CPUs is complete, and the second appears when they are all done.
