I agree to that. Thats why i reported a wish list item for dpkg a while
ago, that I would like to see a on-demand-installation during
configuration stage. Hopefully at some point in the future, someone will
take this into eye.

*Currently* it is not possible, because you cannot run two apt/dpkg
instances at a time, but even if you were able to do so, that would not
be an ideal solution. It should be much better to just implement it into
dpkg but then again it is not, because dpkg is not able to fetch
packages. So: Eventually call apt(itude|-get) nevertheless? Uh, it would
 make things a lot easier, if apti(itude|-get) and dpkg would be glued
together more tight.
