Sorry, I don't use scponly anymore and because I don't have access
to an affected system anymore I'd be a bad bugreporter in this
specific case.

Looking at the scponly mailinglist the project seems to be still
alive and according to
http://scponly.cvs.sourceforge.net/scponly/scponly/ the cvs tree is
alive as well.

Maybe you can bug upstream with the bug list of
http://bugs.debian.org/cgi-bin/pkgreport.cgi?pkg=scponly;dist=unstable
and request a new upstream release as well?
