Items noticed, all in one big wishlist report, sorry:
By the end of the day, ixbiff will be the CPU usage champ, according
to top(1), as apparently there is no way to stop its MAILCHECK=1 style
behavior. Compare bash's MAILCHECK=60 default.
led_blink_rate = 100
seems to send at 500.
Mention somewhere what are the default values.
E.g., what if we comment out
#warn_if_client_active = true

ixbiff is the main configuration file for ixbiff(1) which
notify a user

use_maildir_format = true
Instead allow led1 to be a Maildir, led2 to be a mbox.
(If one has split into both kinds, a workaround could be
led1="/home/jidanni/.procmail/log"
however it will blink forever.)
At the bottom of /etc/init.d/ixbiff you could put:
