I checked the German man page and it seems to be in Latin1. Russian on the other hand is in koi8-r. The "standard" 8-bit encoding for Bulgarian is CP1251 and this is listed in /usr/share/i18n/SUPPORTED but re-coding the man page in that gives no useful results - the text is interpreted as latin1 (garbled). I hope I'll find some time to play with man and see how it does it for Russian and what can be done to add Bulgarian support.
