I think you can reproduce this bug with 'qemu' only.  

Please reassign to qemu. It sounds like qemu-system-x86_64 handling
for '-kernel' and '-initrd' command-line options is broken.

It will be helpful to qemu people if you could reproduce with
qemu-only environment. Could you do that?

qemu-system-x86_64 -kernel XXXX -initrd XXXX -append "init=/bin/sh 
root=/dev/xxx"
(fill in XXXs as appropriate).
