Hum, I agree that ideally the window should show up automatically when a word is searched with "scan clipboard". To make the window pop up, I'm using the ruby equivalent of gtk_window_present() which AFAIK is the proper function to do what we want. However, window managers have their own behavior regarding this function. Some window managers may actually make the window pop up and others may not (probably because some applications are abusing this feature).

When the keep_above option is set to true, the window does show up (at least using GNOME). However, I feel the "keep above" option quite confusing because when enabled, the window won't minimize when the user click outside the window. One possibility that I'm considering is having an option "keep window above when scan clipboard enabled" in the preferences.

Bug#442340: would be nice to have option to raise fantasdic window when appropriate

Package: fantasdic
Version: 1.0beta3-1
Severity: wishlist

At least in KDE fantasdic window doesn't raise on top when a new word lookup
initiated by clipboard copy has been processed; one has to manually switch
to it or have it permanently visible. It would be nice to have an option
to keep this window popping up on top of others.

It's possible to almost achieve
the desired effect via selecting "Keep Above Others" option and minimizing
the window after each lookup, but simply pressing escape to close it
would probably be a better way, because it's a tray application.
