The consensus in our team is that the GNOME metapackages only include the official components of upstream releases. Right now, there is an alternative to Metacity due to historical reasons, as Sawfish once was GNOME's window manager. I think we'd be more willing to get rid of that alternative altogether than opening the door to a dozen alternative requests if we add OpenBox. There are more WMs in Debian which "work" with GNOME; only Metacity is actively developed by GNOME right now, though.
