The warning at the beginning of the Policy document is quite unclear:

   | Because of the major changes in aspell 0.50 most aspell elements       |
   | present in previous versions of this policy are being removed.         |
   | Specifically pspell-ispell support is no longer available and pwli     |
   | files are no longer used. Some way of coordinating ispell and aspell   |
   | use under emacs is being implemented (see the Section called           |
   | Registering aspell dictionaries for use from within emacs). Besides    |
   | that, some reference to aspell might have been left in the document,   |
   | so be careful with them.   

First, aspell current version is 0.60, so the text above seems quite old.
Second, it seems that the Emacsen aspell support of dictionaries-common is
already quite mature.  Third, why should the developers be careful with the
references to aspell left in the document?

I am sorry for filing a bug report instead of trying to change the sources
directly in CVS (in particular because I am the first author of the document
:-) but I have not followed closely the development of dictionaries-common
lately, so I prefer to discuss the issues through the BTS.
